LAHORE: A resolution has been presented in the Punjab Assembly proposing a cut in the legal age for obtaining a driving licence from 18 to 16 years.
The motion was tabled by opposition MPA Sheikh Imtiaz Mahmood, who argued that Pakistan’s youth population especially in Punjab—is growing at a fast pace and should be given greater opportunities to participate in economic activities.
The resolution highlights international examples, noting that several Canadian provinces permit individuals to drive from the age of 16, while Germany allows supervised driving starting at 17. It maintains that lowering the driving age would help integrate young people into the country’s development process.
The proposal urges the government to amend existing laws so that the minimum driving age in Pakistan is reduced to 16 years.
Meanwhile, the Punjab Assembly has also received The Provincial Motor Vehicles (Fourth Amendment) Ordinance 2025, which was approved by the Punjab Governor before being laid before the House. The ordinance has now been forwarded to the concerned standing committee for detailed review.
The proposed amendments introduce tougher penalties and higher fines for a range of traffic offences, including the use of tinted windows, permitting minors to drive, breaching one-way traffic rules, and operating vehicles without a valid fitness certificate.
