Islamabad (September 06, 2018): The Election Commission of Pakistan (ECP) on Thursday decided to use the Results Transmission System (RTS) in the upcoming by-polls.
The electoral body faced severe criticism after results were unusually delayed during the General Election held on July 25 this year.
Earlier on September 01, Cabinet Division repudiated Election Commission of Pakistan’s (ECP) request to constitute a parliamentary committee on the failure of Result Transmission System (RTS) during recently-concluded General Elections 2018.
The Cabinet Division penned a reply to ECP along with recommendations of law ministry.Sources privy to ECP told that division recommended electoral body to directly pen a letter to Prime Minister (PM) Imran Khan in this regard.
The reply further states that cabinet division does not have jurisdiction to constitute any such committee.On the other hand, officials at ECP asserted Cabinet Division is bound to implement electoral body’s orders under Constitution’s Article 220.
They further asserted Cabinet Division should not have sought recommendations of law ministry.
The proposed committee is supposed to ascertain the causes behind RTS failure and those responsible for it in four weeks.
Earlier on August 28, Chairman NADRA Usman Mubeen said that RTS was working fine on the election day, reports of its failure were not right.
Chairman NADRA while briefing Prime Minister Imran Khan at Prime Minister House said RTS was not overburdened and was working properly, he can prove with evidence.

Prime Minister Imran Khan summoned another meeting after the motive of the NADRA Chairman and asked him to be present along with the relevant documents.
On August 27, the PPP Senator and chairman Senate committee for interior Rehman Malik claimed in his report that the Result Transmission System was not collapsed but shut down intentionally.
The chairman Senate committee for Interior Rehman Malik, who was tasked to investigate the failure of RTS on the election day, has submitted its report in the upper house, saying that the system was not failed but shutdown and the form 45 were also not given to the polling agents on various polling stations.“We have recommended a committee and technical experts to probe the issue as I also wrote the letter to Prime Minister Imran Khan in this regard,” he stated in his report.
He mentioned that after the further meeting with the other members of the committee volume three will be issued.
“If government form the committee to resolve the issue Senate committee will assist it, however, failure in the formation of committee Senate committee will continue its work,” he clarified.
