Caretaker PM: Shah Announces No More Meeting With PM

Islamabad (May 24, 2018): Opposition Leader Khursheed Shah announced on Thursday that Prime Minister Shahid Khaqan Abbasi has backtracked time to time from his position in consultative meetings with him, therefore he would not meet for consultation on the name of the caretaker prime minister anymore.

The opposition leader and PM Abbasi have met six times but no consensus has been reached on the name for the position of caretaker premier. Another meeting is expected to be held between the two leaders this week.

The current government is expected to conclude its five-year term on May 31, after which the caretaker government will take over to hold the general elections, which are expected to be held in the last week of July or the first week of August.The caretaker prime minister will lead the interim set-up and attend to day-to-day matters of governance.

Earlier, the two leaders failed to reach a consensus on the name of the caretaker prime minister during the past five meetings.Govt Backtracking from Its Earlier Commitments: Shah Yesterday, leader of the Opposition in the National Assembly Khursheed Shah said the government is backing down on its earlier commitment regarding the appointment of caretaker Premier, it is appearing that the matter regarding the appointment of the caretaker prime minister will be settled through a parliamentary committee as the government is backtracking on its earlier commitment.

The Pakistan Peoples Party (PPP) had finalised the names of Zaka Ashraf and Jalil Abbas Jilani for the post. Sources told that Shah has forwarded these names to PM Abbasi. PPP co-chairman Asif Ali Zardari telephoned Ashraf and Jilani informing them of the party’s decision.PPP Finalizes Two Nominees For Caretaker PMFive other names are also under consideration for the post of caretaker prime minister and speculation is rife as to who will be nominated.

The five names, three of them given by the PML-N, are also under consideration for the post include former Pakistan Ambassador to the United Nations Abdullah Hussain Haroon, former State Bank governor Dr Shamshad Akhtar, Pakistan’s permanent representative to the United Nations Maleeha Lodhi, former chief justice of Pakistan Tassaduq Hussain Jillani and former State Bank governor Dr Ishrat Hussain, sources further said.

Procedure to Select PM/ CMs

According to Article 224 of the Constitution of Pakistan, the care-taker Prime Minister shall be appointed by the President in consultation with the Prime Minister and the Leader of the Opposition in the outgoing National Assembly, and a care-taker Chief Minister shall be appointed by the Governor in consultation with the Chief Minister and the Leader of the Opposition in the outgoing Provincial Assembly:

Article 224A of the Constitution of Pakistan says that, if the Prime Minister and the Leader of the Opposition in the outgoing National Assembly do not agree on any person to be appointed as the care-taker Prime Minister, within three days of the dissolution of the National Assembly, they shall forward two nominees each to a Committee to be immediately constituted by the Speaker of the National Assembly, comprising eight members of the outgoing National Assembly, or the Senate, or both, having equal representation from the Treasury and the Opposition, to be nominated by the Prime Minister and the Leader of the Opposition respectively.

Similarly, if Chief Minister and the Leader of the Opposition in the outgoing Provisional Assembly do not agree on any person to be appointed as the care-taker Chief Minister, within three days of the dissolution of that Assembly, they shall forward two nominees each to a Committee to be immediately constituted by the Speaker of the Provincial Assembly, comprising six members of the outgoing Provincial Assembly having equal representation from the Treasury and the Opposition, to be nominated by the Chief Minister and the Leader of the Opposition respectively.

These Committees are required to finalize the name of the caretaker Prime Minister or caretaker Chief Minister, as the case may be, within three days of the referral of the matter to it. However, if the committees fail to decide about the Prime Minister or the Chief Minister, as the case may be, the names of the nominees shall be referred to the Election Commission of Pakistan for final decision within two days.
