Army Has Nothing To Do With NRO: DG ISPR

Rawalpindi (March 28, 2018): Director General Inter Services Public Relations (ISPR) Major General Asif Ghafoor said that Army has nothing to do with any NRO.

Addressing media in Rawalpindi, DG ISPR said that the Indian violations at LoC creating instability in Pakistan and unstable Pakistan is not anyone’s favour.

India must be thankful to Pakistan for curbing terrorism from the region, he added.

The DG ISPR urged India to stop trying to destablise Pakistan, saying: “Pakistan has played a positive character for peace in the region. If India promotes instability in Pakistan through Afghanistan or the LoC it will not be in India’s best interests either.”

According to the DG ISPR, Indian ceasefire violations at the Line of Control (LoC) and Working Boundary were the worst in history and in 2018 there have been 948 violations. “India needs to realise that aggression at the LoC and Working Boundary will ruin prospects of peace.”

He further asked India to stop attacks on Pakistani citizens.Baluchistan Situation

Talking about Balochistan, he said that situation is getting better in Balochistan slowly and gradually.

Maj Gen Ghafoor said that the focus has been on Balochistan for the past six to eight months.

“Three per cent of Pakistan’s population resides in Balochistan and the situation in the province is improving.”

He added, “Security development has been increased near development project.”

The DG ISPR said that operations in Fata are going smoothly, which is why the army has shifted its focus towards the betterment of Balochistan.

“Fata operations are moving towards stability which is why we have shifted the focus to Balochistan,” he said. “IBOs are taking place in Balochistan.He identified “water, electricity and communication” as the three basic issues of Balochistan and offered the government the armed forces’ full support in bringing stability to the province.

Karachi Situation

Mentioning situation of Karachi DG ISPR said that it has become peaceful city since the operation against criminals in last two years. He said that social, political and other activities have increased during these years, however still lot more to be done to maintain law and order in the city.

Praising security agencies role in the war against terror, DG ISPR said that success would not have been possible without their efforts.

Highlighting the positive shift in the security situation in the country, the DG ISPR hailed hosting the Pakistan Super League eliminator matches and final in Lahore and Karachi respectively as a major achievement.“The last year in Pakistan was very eventful. It was a big deal for security organisations due to the Pakistan Super League and 23rd March. All went well and the great thing is that the people participated with great passion,” he said.

“There was a bit of inconvenience; students had exams from which we learned that we should have coordinated with other departments.

“The fans were very well organised. This was a proud moment for the public, rangers, security organisations and intelligence agencies.”

Stating that the United States wouldn’t be a super nation if it wasn’t for Pakistan, Maj Gen Ghafoor said the country has been countering extremism and promoting peace in the region.CPEC

Warning India and others in the region from attempting to sabotage the China Pakistan Economic Corridor (CPEC), DG ISPR said, “The benefits from the economic corridor will be for the region, not just Pakistan and China.”

The DG ISPR talked about the China-Pakistan Economic Corridor (CPEC), saying: “We wish for CPEC to be successful, it will bring prosperity to the whole region. If India sees it as a threat, it will negatively affect the region. If our contributions are seen as negative, this will affect the region’s stability.

“Our desire for peace cannot and should not be considered a weakness,” he cautioned.Maj Gen Ghafoor also lamented that even after so many contributions, Pakistan is still questioned. “Questioning us, undermines our achievements,” he said.

Regarding extending an invitation to the Indian ambassador on Pakistan Day march, he said the move “shows our diplomatic values.”

“We are a responsible country and invited them to let them witness the resilience of Pakistan.”

Pak-Saudi Relations

Maj Gen Ghafoor discussed Pak-Saudi relations, hinting that the army will send its troops to the kingdom due to a bilateral agreement between the two nations.“General Bajwa went to Saudi Arabia and had talks,” he said. “I feel the need to mention here that since 1982 we have had a bilateral pact with Saudi Arabia. The forces have not gone so far but will go after proper coordination. They have nothing to do with IMCTC but with the bilateral agreement.

“It’s just not Saudi that we have a bilateral agreement with. It is a usual practice. Even Iranian pilots are in receiving training in Pakistan.”

Bajwa Doctrine:

Responding to a question, DG ISPR said the army chief met some media men because some of them wanted to meet him. It was an off the record meeting regarding the security situation of the country, he said.

“The army chief addressed the same issues in the meeting as I discuss with you in my press conferences,” he said.“I take pride in the fact that most media anchors respected the norms of media interaction,” he said. “But a few of them discussed the meeting and the quoted statements were slightly out of context.”

General Ghafoor also noted that some media persons who had not been part of the meeting had written articles and conducted programmes on it.

Regarding the Bajwa doctrine, Maj Gen Ghafoor clarified it has nothing to do with the meeting with media men.

“Bajwa Doctrine is is the vision to take Pakistan towards peace, which I think is the desire for every Pakistani, be that someone in uniform, politics, civil service or general public,” he said, while adding that it should not be interpreted in any other way.‘Army doesn’t announce elections’
Regarding upcoming elections, DG ISPR responded saying, “Please understand that 2018 is an election year and there will be a lot of political and election activity and it should be seen in that light.”

“Other institutions, too, are performing their jobs and Pakistan will only develop and be more secure when every institution will perform its job, without any fear, while remaining in its jurisdiction as prescribed in the Constitution,” he added,

Further, he said, “The army will not announce the election. The Election Commission of Pakistan will announce [the elections] and the sitting government and interim government have a role in it.”

Major General Ghafoor added, “The army, in the context of elections, will do every job that the government and ECP, within the Constitution, [require to be done] in aid of civil power.We are as good a citizen as you are when it comes to the time frame of holding elections or not, he concluded.

‘Army has nothing to do with NRO’
Major General Ghafoor also clarified, “Army has nothing to do with the NRO. Things are moving according to a system.”

“As I have discussed with you, speculations are made when discussions are held. The army’s point of view [however] is disseminated through either the DG ISPR or talks held by the army chief and there is an official press release for it,” he stressed.

“The Pakistan army is a very organised institution and we will communicate any discussion to you through the official channel,” Major General Ghafoor said.
