IG Sindh Letter to CM, Expresses Reservations over Transfers, Appointments

Karachi (July 23, 2017): Inspector General Police Sindh A.D. Khowaja has written a letter to Chief Minister Murad Ali Shah saying that he is no longer in control of the police department.

In his letter to Sindh CM, AD Khawaja has criticised the massive reshuffling of senior police officers, in light of the recent transfer of five AIGs.

The police chief complained that several government departments were interfering in police affairs which has “led to the complete breakdown of daily routine work” and has paralysed the police force.

He warned that the situation of the department may have serious implication on law and order situation in the province.

The IG Sindh reminded the chief minister of the decision taken in the previous apex committee session where the police department was deemed to be autonomous with respect to administrative decision-making. He highlighted that these transfers and postings contradicted that decision.He said that it was also a violation of the Police Act 1861 which states that the IGP is vested with administrative control over the police force in the province.

The letter dated July 18 comes a day after a massive reshuffle of Grade-21 officers in the Sindh police, wherein the Karachi police chief Additional IGP Mushtaq Maher was replaced with Ghulam Qadir Thebo who was chairman of the Anti Corruption Establishement.

The police chief blamed the Home Department and the Services & General Administration departments were interfering in the police affairs by passing orders since the last one month which undermine control of the IGP over police officers including the authority to grant casual leaves. This situation is leading to weak command and control over subordinates.

He said that his input was not sought in recent massive shuffle of senior police officers, and he was not taken into confidence over transfer of important staff officers.  These officers were transferred without completing their tenures, which has lead to break down of the Central Police Office.
