Sindh Cabinet Approves Removal of IG Sindh A D Khawaja

Karachi (October 28, 2017): Sindh Cabinet on Saturday approved removal of incumbent Inspector General of Police A. D. Khawaja and appointment of Sardar Abdul Majeed Dasti as new top cop of the province.

A meeting of Sindh Cabinet headed by Chief Minister Sindh Murad Ali Shah held here. It was decided in the provincial cabinet meeting that the Sindh government will return the services of Inspector General of Police (IGP) Allah Dino Khowaja to the federal government and will seek appointment of Sardar Abdul Majeed Dasti as the province’s police chief in light of a Supreme Court order.

Secretary Services briefed the cabinet. He told the cabinet that Khawaja was appointed as IGP Sindh on Own Pay Scale (OPS) in March 2016.

AD Khawaja also gave a briefing, in which he mentioned that his order was dealt by the centre as per the will of the Sindh government.

“At the time of my appointment, the SC order regarding the OPS was there,” said Khawaja.

AD Khawaja then gave a recommendation that a police officer should not be transferred before the end of tenure without substantial grounds.

He maintained that the police chiefs for other provinces, except Punjab, are also Grade-21 officers. He remarked that the Punjab IG was promoted to Grade 22 after being appointed as the province’s top cop.

Khawaja said that the posting of Additional IG, DIG and SSP is for two years and for the rest of the ranks it should be one year.

He said that the IG police should have the right to transfer police officers.

In his recommendation, Khawaja said that an SHO should be upper school course qualified and should not be more than 55 years old.The SHOs should be of inspector or sub-inspector rank, he added.

Following Khawaja’s briefing, Home Secretary Sindh said that the committee comprising Home Minister and the Advocate General was made by CM Sindh and IG Sindh named four police force categories, however, those were declined by the committee.

The secretary said that Supreme Court had abolished all OPS posts.  He said that the cabinet should surrender the services of Khawaja to federal government and recommend Dasti for appointment as new IG of police.

It is to be mentioned here that the Sindh government had earlier also attempted to remove Khawaja, but failed due to high court decision.

The provincial government had sent Khawaja packing on Apr 1, 2017 and appointed Dastiin his place.However, SHC suspended the appointment. Later, the cabinet had also approved the removal and appointment of Additional IG Sardar Abdul Majeed Dasti as the provincial police chief by surrendering Khawaja ‘s services to the centre.

But after months of litigation the high court threw out the notification and allowed Khawaja to continue working as IGP.
