Supplementary Finance Bill Presented in Senate Despite Opposition Uproar

ISLAMABAD: Despite Opposition uproar and noise of protests the Finance Supplementary (Second Amendment Bill), 2019 was also presented in the Upper House of the Parliament (Senate) by Minister for State for Finance Hamad Azhar.

Razi Rabbani objected as the Minister for State for Finance Hamad Azhar started presenting the Finance Supplementary (Second Amendment Bill), 2019 on commencement of the session in chair of Chairman Senate Sadiq Sanjrani.

Raza Rabbani of the view that the session has ritual that always Finance Minister presented the mini-bill in the senate.

He said the Finance Minister has left the lower house (National Assembly) two minutes ago, adding that, as per the Senate rules in presence of the Finance Minister no other than him could present the finance bill and stressed that the finance minister should come to present the finance bill and he will bring privilege motion on the matter tomorrow.

Another opposition member  Raja Zafar Ul Haq supported the stance of Raza and said that cough syrup should be served to the finance minister if he has sore throat so that the minister could present the finance bill, adding that, the economy could not be stabilized by presenting budget on daily basis.

Shibli Faraz from treasury benches rejected the opposition point of view and said that opposition benches should allow the state minister for finance to present the finance bill instead of wasting time and he also demanded the chairman ruling over the matter.

To this, Chairman Senate in his ruling said that the minister for state for finance could not be barred from presenting the finance bill, after that, at last the state minister presented the Finance Supplementary (Second Amendment Bill), 2019 finance bill in the Senate.

The Chairman Senate has asked senators to submit recommendations on the presented finance bill till Friday which will be sent to the lower house (NA).

The opposition staged walk out from the session as protest over presentation of the finance bill by the state minister instead of federal minister and also hinted at quorum.

The session adjourned till next day at 3 pm noon over short of quorum.
