ISLAMABAD: In a significant move, the federal government has updated its policy framework to provide greater support to the families of deceased government employees. The new provisions aim to deliver increased financial assistance and welfare benefits, effective from August 28, 2026.
The Establishment Division has issued an official memorandum outlining the revised support scheme, which classifies cases into two main categories: security-related fatalities and non-security-related deaths.
Under the revised policy for security-related incidents, families will receive a lump-sum financial grant between Rs10 million and Rs20 million, based on the employee’s pay scale. Additionally, the family will continue to receive the employee’s full salary and allowances until the employee would have reached the retirement age.
Children of employees killed in security-related circumstances will benefit from free education up to postgraduate levels. The policy also ensures that the widow or one of the children can be offered permanent employment within BS-1 to BS-15 grades.
In cases of security-related death, the government will also allocate Rs13.5 million to Rs50 million for housing—either for purchase or construction—depending on the employee’s grade.
For deaths not linked to security issues, the package now provides a lump sum ranging from Rs600,000 to Rs3 million, contingent on the employee’s grade. The heirs will also be eligible for a full pension, calculated at 100%, with special provisions for those who served less than 10 years—pension will be based on a minimum of 10 years of service.
The families will continue to have access to official or rented accommodation until the employee’s retirement or for at least five years post-death. Moreover, all ministries and departments have been instructed to maintain updated records of employees’ legal heirs and GP Fund nominations.
To streamline assistance, each ministry will appoint a dedicated counselor responsible for ensuring that all eligible facilities are granted to the bereaved family within one month. The revised package will be applicable to all permanent federal government employees and will replace the earlier ‘shuhada’ (martyrs) support schemes.
