ISLAMABAD: The National Assembly has approved the Pakistan Land Port Authority (PLPA) Bill 2025, aimed at enhancing the facilitation of goods and passenger movement at border crossing points.
The bill was introduced by Minister of State for Interior & Narcotics Control, Talal Chaudhry, on behalf of Senator Syed Mohsin Raza Naqvi, the Minister for Interior and Narcotics Control. The legislation establishes the Pakistan Land Port Authority, which will have the authority to acquire, sell, exchange, and manage properties related to land ports.
A 15-member Governing Council will be constituted by the Prime Minister to oversee the agency’s operations. The Minister for the Administrative Division will serve as the Chairperson of the council, with members including Secretaries from the Administrative Division, Commerce, Communications, Defense, Revenue, Planning, and Food Security. Additional members will include the Managing Director and Director General of FIA, the Chief Executive of the Trade Development Authority, a Customs representative, and the President of the national Chambers of Commerce.
Furthermore, the council will also comprise an economic expert, a legal specialist, and the Additional Secretary of the Border Management Wing. The council’s responsibilities include supervising the authority’s overall functions, crafting policies related to land port operations, and guiding development initiatives. It will convene at least twice annually.
The Managing Director will serve as the Chairperson of the Pakistan Land Port Authority, with the Director acting as the Secretary. Other key members will include Additional Secretaries from the Administrative Division, Ministry of Defense, and Ministry of Commerce, along with the Chairman of NNHA, Director of
Military Operations, and Additional DG Immigration (FIA).
The Pakistan Land Port Authority’s mandate includes developing new land ports, regulating cross-border trade, and monitoring the performance of port operators. Its goal is to implement strategies and measures that ensure smooth, efficient clearance of goods, thus streamlining border trade activities nationwide.
