ISLAMABAD: The Privatisation Commission has decided to conduct the outsourcing of Pakistan’s three largest airports, Islamabad, Lahore and Karachi through an open bidding process, moving away from the previously considered government-to-government (G2G) model due to strong investor interest.
According to the commission, the revised approach will allow both local and international investors to compete on equal terms, ensuring a transparent and competitive selection process. Officials said the move reflects the government’s intention to create a level playing field and attract the best possible offers for the country.
In a statement, the commission emphasised that the new bidding framework is inclusive and open to all qualified participants, including companies from partner countries. Equal treatment for domestic and foreign firms is expected to encourage fair competition and deliver optimal economic outcomes for Pakistan, while also strengthening ties with international partners.
The government is currently evaluating multiple options for the three airports Islamabad International Airport, Jinnah International Airport in Karachi, and Allama Iqbal International Airport in Lahore including long-term concessions and management contracts. Islamabad airport has now been formally added to the active privatisation programme, aligning it with the ongoing process for the other two facilities.
This decision follows consultations with stakeholders from the UAE, Turkiye and Saudi Arabia, among others, as well as broader engagement with global investors. Authorities said the overarching goals include improving operational efficiency, enhancing passenger services, increasing revenue, upgrading infrastructure and drawing private sector investment to modernise the aviation sector.
Meanwhile, the Privatisation Commission has also sought technical and financial bids to appoint a financial adviser for the Roosevelt Hotel in New York, a prime Manhattan property owned by the Pakistani government. The adviser will help structure a joint venture for a mixed-use redevelopment of the site.
As per information available on the commission’s website, interested parties may submit proposals by February 16. The government aims to complete the Roosevelt Hotel transaction within the next year.
