ISLAMABAD: In a significant speech at the UN Security Council, Deputy Prime Minister and Foreign Minister Ishaq Dar emphasized the importance of international collaboration to govern artificial intelligence (AI) responsibly. He warned that without proper oversight, AI could exacerbate global conflicts and deepen inequalities.
Dar highlighted the transformative role of AI across various sectors, noting its potential to influence international peace, security, and economic stability. He described AI as a “force multiplier” in modern warfare and stressed the necessity of maintaining human control throughout the AI lifecycle—from design to deployment.
The Foreign Minister urged the global community to establish robust regulations, guardrails, and governance frameworks to prevent AI from fueling an arms race. He called for restraint measures in military applications, including confidence-building efforts to reduce risks of miscalculation amid rapid decision-making processes.
Addressing concerns about AI concentration, Dar warned against monopolistic tendencies that could concentrate power among a few leading nations or corporations. He emphasized the importance of inclusive, transparent, and collaborative development of AI technologies to ensure benefits are shared broadly.
Dar also pointed out challenges such as misinformation, cyber-attacks, and the weaponization of AI, which threaten societal stability. He argued that comprehensive international strategies are needed to address these risks and prevent AI from becoming a tool for destabilization.
He cautioned against restricting AI progress to a select few, warning that such actions could deepen global inequalities and lead to technological exclusion. Instead, Dar advocated for open, inclusive forums under the UN framework to discuss AI governance and development.
Pakistan expressed support for international efforts like the upcoming UN Global Dialogue on AI Governance in Geneva and highlighted its role as a founding member of China’s initiative to create the World Artificial Intelligence Cooperation Organisation (WAICO). The country aims to promote AI for the common good and equitable development.
Finally, Dar underscored the importance of confidence-building measures to foster trust among nations, prevent accidental conflicts, and manage military AI risks. Pakistan remains committed to working with the global community to bridge divides in AI access and harness its potential for peace and development worldwide.
