LAHORE: The Punjab Inspector General of Police has directed law enforcement agencies to strictly implement the official code of conduct for Basant 2026 celebrations throughout the province.
According to IG Punjab Dr. Usman Anwar, only licensed vendors will be permitted to sell officially approved kites and kite strings. He instructed police officials to closely supervise sales and ensure full compliance with government-issued standard operating procedures (SOPs).
The police chief made it clear that activities such as aerial firing, brandishing weapons, vulgar conduct, or any form of immoral behaviour will not be tolerated. He emphasized that violations of the Anti-Kite Flying Act will face zero tolerance across Punjab.
In a related development, a high-level meeting regarding the safe organisation of Basant 2026 was chaired by CCPO Lahore. The session reviewed security arrangements and preventive measures to ensure peaceful celebrations. Owners of designated rooftops were directed to submit security bonds as a guarantee of adherence to safety guidelines.
CCPO Lahore Bilal Siddiq Kaimiana stated that rooftop gatherings must not exceed approved capacity limits. He stressed that strict enforcement of the Kite Flying Act is crucial for public safety.
Starting February 1, motorcycles without safety rods will not be allowed on the roads. Special teams have been deployed to monitor compliance through intelligence gathering and the use of modern surveillance technology.
Authorities also warned that legal action will be taken against violations of the Punjab Sound System Act, illegal kite flying, and the use of prohibited metallic strings. The CCPO reiterated that enforcement efforts will continue without exception to ensure the safety of citizens.
