SP Sajjad Hyder Bukhari appointed as CSO for Chief Justice Amin-ud-Din

ISLAMABAD: The Federal Police have assigned security responsibilities for the Chief Justice of the Federal Constitutional Court, Justice Amin-ud-Din. According to official sources, Superintendent of Police (SP) Sajjad Hyder Bukhari of the Special Branch has been appointed as the Chief Security Officer (CSO) for the Chief Justice.

In addition, Deputy Superintendent of Police (DSP) Yaseen Tagar has been designated as the Security DSP for the Federal Constitutional Court. Furthermore, DSP Mukhtiar Bugti has been given additional duties as the Security Division DSP. The Assistant Inspector General (AIG) of the Establishment Division has issued a formal notification confirming these postings and transfers.

Meanwhile, the Federal Constitutional Court has temporarily adopted the Supreme Court Rules 2025, following a full court meeting held on Wednesday. A notification issued by Court Registrar Muhammad Hafeezullah Khan states that the new procedural arrangements are effective immediately. Under this interim framework, Orders 11, 13, and 37 will not be applicable.

The current rules stipulate that each case will be heard by a bench of at least two judges, and appeals from division bench decisions will be decided by a bench of at least three judges. The court has also permitted Senior Advocates, Advocates-on-Record (AORs), and lawyers at the ASC level to appear before it during this transitional period.

The adoption of the Supreme Court Rules 2025 on a temporary basis aims to facilitate the smooth functioning of the newly established Federal Constitutional Court until a permanent procedural code is finalized.

This move follows the Supreme Court’s full court meeting, convened after Parliament’s passage of the 27th constitutional amendment, which led to the resignation of two judges. The full court unanimously approved updates to the Supreme Court Rules, 2025, based on recommendations from a committee comprising Justices Shahid Waheed, Irfan Saadat Khan, Naeem Akhtar Afghan, and Aqeel Ahmed Abbasi. The committee was formed under Rule 1(4) of Order I of the Supreme Court 

Rules, 2025, to address implementation challenges.

The court expressed appreciation for the committee’s extensive efforts in reviewing the existing rules, drafting the new rules, and addressing suggestions for improvement. The updated Rules aim to enhance service delivery and ensure a more efficient and cost-effective administration of justice.

Additionally, the full court unanimously approved the granting of the status of Senior Advocate of the Supreme Court to Muhammad Munir Paracha, Advocate of the Supreme Court, under Rule 5 of Order IV of the Supreme Court Rules, 2025.

Chief Justice Yahya Afridi of the Supreme Court called the full court session following letters from three Supreme Court judges requesting the meeting.
