ISLAMABAD: A bill introduced in the National Assembly on Wednesday would require refineries and oil marketing companies to pay the Petroleum Levy and Climate Support Levy as a condition of obtaining an OGRA licence.
The proposed Petroleum Levy and Climate Support Levy Bill 2026 would also require companies to report their levy payments monthly. Late payments could attract a surcharge of 1.5 times the six-month KIBOR rate, with a minimum annual charge of 12 per cent.
The bill proposes allowing unpaid amounts to be recovered through proceedings under both the Customs Act 1969 and the Sales Tax Act 1990. OGRA could suspend or revoke licences for non-payment or other breaches of the rules.
Those found violating the provisions could face up to three years in prison, a fine equal to the unpaid levy, or both. Company directors and partners could also be held responsible for offences committed by their organisation. The relevant company or licence holder would have to cover audit costs.
