IMF raises concerns over Pakistan’s solar energy policy

ISLAMABAD: The International Monetary Fund (IMF) has voiced significant reservations regarding Pakistan’s current solar energy policy.

Under the new policy, a distinction has been made between existing and new solar power consumers. The policy retains the net metering system for previous solar panel users, while introducing a cross-subsidy scheme for these existing consumers.

Officials clarified that consumers with older solar installations are not being transitioned to the net billing model, which they stated aligns with international standards. Additionally, the IMF will be briefed on Pakistan’s plans to privatize its Distribution Companies (DISCOs), with three of these entities currently undergoing privatization procedures.

Furthermore, officials disclosed that a restructuring plan for the transmission network has already been finalized. The first wholesale electricity auction is scheduled to take place by mid-June 2026.
