Islamabad: High Court annulled the Central Selection Board’s decision not to promote the officer in grade 20 to 21 based on intelligence reports.
Judge of Islamabad High Court Justice Sardar Ejaz Ishaq issued a written decision on the petition of the petitioner Muhammad Tahir Hassan.

Court said, board should not entertain an intelligence report in which the officer has not had an opportunity to defend himself at the departmental level.
The judgment further said, that it is surprising how a competent Prime Minister can carelessly allow this to happen. How can the bureaucracy be left at the mercy of such intelligence reports without evidence? In these circumstances, how does the Prime Minister expect the bureaucracy to serve the government?
