Agreement to emphasize Judicial Exchange, capacity enhancement, and Sharing Best Practices in Legal Proceedings

ISLAMABAD: The Supreme Court of Pakistan is set to host a prominent delegation from Turkey’s Constitutional Court from April 6 to 9, as both nations prepare to formalize a judicial cooperation agreement through the signing of a Memorandum of Understanding (MoU).

The Turkish delegation will be headed by Kadir Ozkaya, President of Turkey’s highest court, along with senior judges and officials.

The MoU signing is scheduled for April 6 at the Supreme Court. An official statement issued on Sunday indicated that the agreement aims to create a structured partnership framework between Pakistan and Turkey’s top judicial bodies, focusing on judicial exchanges, capacity building, and the sharing of best practices in adjudication.

This initiative underscores the mutual commitment of both countries to bolster constitutional governance, uphold the rule of law, and strengthen judicial independence. It also aims to foster closer institutional ties between their judicial systems.

A significant aspect of this cooperation involves enhancing professional skills within the judiciary, especially at the district level. This will include joint training sessions, academic exchanges, and exposure to different judicial practices across borders.

Furthermore, the collaboration aims to incorporate modern technologies into judicial operations to improve efficiency, transparency, and access to justice for citizens.

The MoU also envisions creating a joint working group to oversee ongoing engagement and ensure the effective implementation of the cooperation areas.

During their visit, the Turkish delegation will participate in high-level institutional meetings and meet with key stakeholders involved in Pakistan’s justice sector. Discussions are expected to cover current challenges in legal adjudication, judicial management, and ongoing judicial reforms.

Apart from official meetings, the delegation will visit culturally significant sites such as Taxila and Lahore’s historic Walled City, emphasizing the importance of cultural ties and people-to-people connections.The signing ceremony will be broadcast live and attended by judges from the Supreme Court and the Federal Constitutional Court, high court chief justices, senior government officials, and legal experts.

This visit forms part of the Supreme Court’s broader efforts to promote a modern, efficient, and accessible justice system aligned with international standards, with the ultimate goal of increasing public confidence in the judiciary.
